Cuba als schurkenstaat: het embargo tegen de gewijzigde politieke achtergrond van de 21e eeuw

Cuba: een einde van het embargo in zicht?

 

Op 1 augustus verraste de Cubaanse leider Fidel Castro de wereld toen hij de macht tijdelijk overdroeg aan zijn broer, de vijf jaar jongere legerleider Raúl Castro. De intussen tachtigjarige lider máximo onderging eind juli een buikoperatie na een darmbloeding. Onmiddellijk werden er allerlei scenario’s van onder het stof gehaald over wat er met Cuba zou gebeuren. Vooral in de Verenigde Staten, meer bepaald in de deelstaat Florida, was er grote belangstelling voor de gezondheidstoestand van de Cubaanse president. Het nieuws werd er met grote vreugde onthaald door de Cubaanse ballingengemeenschap, die een hekel heeft aan Castro en in het nieuws de voorbode zag van een ‘vrij Cuba’. President Bush liet al vlug weten dat er geen sprake kon zijn van een einde van het economische, financiële en handelsembargo tegen het eiland, dat al sinds 1962 van kracht is.

 

Het embargo, dat bij de Cubanen bekend staat als el bloqueo of ‘de blokkade’ -verwijzend naar het feit dat de maatregelen van de VS een daad van oorlog zijn- is slechts één van de strategieën die de Amerikanen toepassen om het Cubaanse regime op de knieën te krijgen en zo een ‘democratisch’ regime te installeren. Verder wordt alles in het werk gesteld om het eiland diplomatiek te isoleren, is het een publiek geheim dat de CIA Cubaanse ballingen steunt om terroristische acties uit te voeren tegen Cuba en worden dissidentengroeperingen financieel ondersteund door Amerikaanse fondsen. Met Amerikaans belastinggeld gesponsorde radio- en tv-stations zenden al jaren anti-Castro propaganda uit over het eiland en Cubanen worden gestimuleerd om hun land illegaal te verlaten richting de VS, met een hele reeks vliegtuig- en bootkapingen tot gevolg.

 

Deze feiten geven inderdaad de indruk van een ‘oorlog’, maar waaraan heeft Cuba die oorlogsbehandeling verdiend?

 

De officiële geluiden zijn duidelijk: (1) Cuba is een gevaar voor de Amerikaanse nationale veiligheid en (2) het Cubaanse regime is geen democratie maar een dictatuur die de mensenrechten niet respecteert. Enige nuance is hier toch op zijn plaats. Vooreerst de aangehaalde ‘veiligheidsreden’. De maatregelen tegen het eiland zijn ontstaan in volle Koude Oorlog, waarin alle landen gedwongen werden ‘een kamp te kiezen’. Cuba koos, als gevolg van de vijandige houding van de Verenigde Staten, voor het Sovjetkamp en werd zo een gevaar voor de Amerikaanse nationale veiligheid. Vooral toen Cuba in de jaren ’60 onder de ideologische vlag van het ‘proletarisch internationalisme’ begon met het steunen van revolutionaire bewegingen in derdewereldlanden, was de vrees bij de Amerikanen voor een ‘tweede Cuba’ groot.

 

Na het uiteenvallen van de Sovjet-Unie in 1991 werd deze kwestie echter volledig irrelevant. Door het verlies van zijn belangrijkste bondgenoot en van de broodnodige Sovjetsubsidies bleef Cuba verzwakt achter, zowel militair als economisch gezien. De klemtoon werd door de toenmalige administratie van Bush sr dan ook verschoven van buitenlands-politieke naar binnenlands-politieke eisen (mensenrechten en democratie). Toch zijn de Verenigde Staten ook na 1991 het argument van nationale veiligheid blijven gebruiken tegen Cuba, meer bepaald na de aanslagen van 11 september 2001. Het socialistische eiland werd in 2002 toegevoegd aan de lijst van staten die beschouwd werden als de ‘As van het Kwaad’, omdat het in het bezit zou zijn van biologische wapens (doelend op Cuba’s wereldberoemde biomedische industrie).

 

Een moeilijker thema is dat van mensenrechten en democratie. Het is alom geweten dat fundamentele vrijheden zoals vrijheid van meningsuiting, persvrijheid en vrijheid van vereniging door de Cubaanse bevolking niet worden genoten. Maar de vraag is natuurlijk of dit een voldoende reden vormt voor de maatregelen die het land al decennia lang treffen. Een eerste probleem is dat de Amerikaanse conceptie van fundamentele mensenrechten gebaseerd is op het westerse systeem van meerpartijendemocratie en vrijhandel. Die westerse conceptie van mensenrechten benadrukt vooral individuele en politieke rechten. Of die mensenrechten universeel zijn en dus opgelegd moeten worden aan alle landen is natuurlijk aan discussie onderhevig. Een tweede bedenking bij de Amerikaanse kruistocht voor mensenrechten en democratie is dat die kruistocht niet consequent wordt toegepast. Ten eerste lappen de VS zelf voortdurend internationale mensenrechtenverdragen aan hun laars (denk maar aan Guantánamo en Abu Ghraib). Ten tweede worden een heel aantal regimes met een slechter mensenrechtendossier dan Cuba wel getolereerd of zelfs gesteund door de Verenigde Staten (China, Saoedi-Arabië, etc.). Het verschil tussen deze laatste landen en Cuba is dat Cuba een communistisch land is, dat zich bovendien midden in de invloedsfeer van de Verenigde Staten bevindt. Dat maakt van het eiland een doorn in het oog van de Verenigde Staten en daarom moet het huidige regime omvergeworpen worden.

 

Is er dan geen enkele hoop op verbetering vóór Fidel Castro en zijn broer Raúl er het bijltje bij neerleggen? Toch wel, en dit zowel om buitenlands- als binnenlands-politieke redenen. De internationale gemeenschap keert zich steeds meer tegen het embargo, dat ook gevolgen heeft voor niet-Amerikaanse bedrijven. Waar Cuba ooit volledig afgezonderd was van de rest van de wereld, heeft het nu handelsrelaties met de belangrijkste economische machten, zoals Japan, de Europese Unie en China. En op het Latijns-Amerikaanse continent heeft een linkse en anti-Amerikaanse koers ervoor gezorgd dat Cuba zich weer volledig heeft weten te integreren. Maar ook in de Verenigde Staten zelf groeit de kritiek. Die komt voornamelijk uit de zakenwereld. Vooral de toeristische en landbouwsector zien met lede ogen aan hoe hun economische partners elders in de wereld winstgevende contracten afsluiten met de Cubaanse regering. Het verbod op export van landbouwproducten heeft er al aan moeten geloven, maar het reisverbod is nog steeds van kracht. De bedrijfswereld heeft immers af te rekenen met een zware tegenstand van de Cubaans-Amerikaanse ballingengemeenschap, voornamelijk machtige zakenlui die massaal investeren in de campagnes van de meest anti-Castro gezinde kandidaten.

 

Deze gegevens doen, gezien het grote protest tegen het embargo, natuurlijk de vraag rijzen waarom het embargo nog bestaat? De voornaamste reden hiervoor is dat voor de tegenstanders Cuba niet belangrijk genoeg is om de Amerikaanse regering écht onder druk te zetten. Dit in tegenstelling tot de ballingen, voor wie Cuba de énige prioriteit is. Indien in de toekomst Cuba (bvb. economisch) van groter belang zou worden, zou deze prioriteitenbalans wel eens kunnen veranderen. Maar, gezien de recente ontwikkelingen, is het meer waarschijnlijk dat de politieke toestand op Cuba zelf de aanleiding zou worden van een herziening van het Amerikaanse embargobeleid.
