Effecten van multi-level carrièreopbouw op de activiteiten van Vlaamse en Deense MEPs (1999-2004)

Het Europees parlement wordt nog al te vaak bekeken als een nest vol oude krokodillen die er komen uitbollen na een succesvolle nationale politieke carrière. Maar zijn Europese parlementsleden dan echt zo weinig effectief in hun werking? Na grondig onderzoek van politieke carrières in het algemeen en een case-study van de Vlaamse en Deense Europarlementsleden tussen 1999-2004 blijkt dat er niet één type politicus bestaat in het Europees parlement. Er zijn zowel jonge politici die vanuit het Europees parlement opklimmen naar een bloeiende nationale of regionale carrière (zoals Kathleen Van Brempt en de Deense Helle Thorning-Schmidt) als echte Europees-gerichte politici die een lange loopbaan in Europese instellingen tegemoet gaan (Bart Staes, Marianne Thyssen, Anne Van Lancker en de Denen Jens-Peter Bonde en Niels Busk). Daarnaast zijn er de politici die 'mislukken' en na hun Europees mandaat op geen enkel niveau kunnen doorgroeien. Vlaamse voorbeelden zijn Peter Bossu en Jan Dhaene, voor het grote publiek onbekend. Experten als Patsy Sörensen en Luckas Vander Taelen gebruiken hun gespecialiseerde kennis (respectievelijk vrouwenhandel en film) om iets voor hun domein te bereiken op Europees niveau. En naast diegenen die hun mandaat als bijkomstig beschouwen voor een andere politieke functie (Frank Vanhecke) zijn er tenslotte ook de oude krokodillen of fin-de-carrières als Karel Dillen en Ward Beysen.

Deze ideaaltypische indeling werd gebaseerd op zowel feitelijke gegevens als persoonlijke interviews. Daarnaast ging er een diepgaand onderzoek aan vooraf over politieke carrières, rekrutering van politici en de Vlaamse en Deense politieke structuren en politieke cultuur. Ook de vraag waarom politici zich kandidaat stellen voor een Europees mandaat komt aan bod. Hiervoor is immers niet alleen politieke interesse vereist, kandidaten dienen ook een effectief voordeel te kunnen halen uit de kandidaatstelling. Dit doelt niet alleen op materiële voordelen, ook een hogere status, een verwezenlijking van het programma of een zekere plichtsbewustheid kunnen aanleiding geven tot het aandienen van zijn kandidatuur.

Na het van start gaan van een politieke carrière zijn er zeer veel mogelijkheden. Het Europees parlement is slechts één van de opties en alle geïnterviewde politici zijn het erover eens dat de politieke wereld het Europees parlement nog steeds als minderwaardig beschouwd. Het grote aantal parlementsleden, de technisch complexe dossiers en de bureaucratische gang van zaken zorgen ervoor dat de macht van een Europarlementslid niet al te hoog wordt ingeschat. Nochtans zijn het deze politici die belangrijke krijtlijnen vastleggen voor de toekomst van alle Europese lidstaten. Ook België is dus afhankelijk van de beslissingen die in het Europees parlement plaatsvinden, al worden de Belgen door de media vaak pas op de hoogte gebracht eens de wetgeving in ons land wordt toegepast, en niet wanneer ze op Europees niveau wordt gemaakt. De band met en kennis van de Belgen over Europa is nog zeer zwak, al stijgt ze duidelijk uit boven die van de burgers uit de meeste andere lidstaten. Maar hoewel Europarlementsleden zich sterk inzetten voor het bevorderen van de Europese gedachte en Europa dichter bij de bevolking proberen te brengen, is de rol van de media van uitzonderlijk belang. En daar is nog veel verbetering mogelijk.
