Why the EU and the USA react differently to the Chinese Investment Wave

Europa gaat naïef om met Chinese investeringen

De Chinese massaproducent van consumptiegoederen Fung Brands heeft eind september de overname van de Belgische fabrikant van luxehandtassen Delvaux afgerond. Delvaux was al een tijdje op zoek naar een partner om de internationale groei te versnellen. Dat een Chinese koper uiteindelijk de buit binnenhaalt, hoeft niet te verbazen. Het is de uiting van twee trends: de vraag naar luxegoederen in China en de buitenlandse overnamejacht van China.

Christian Salez, de gedelegeerd bestuurder van Delvaux is overtuigd van de goede bedoelingen van Fung Brands met een nichespeler als Delvaux. ‘We geloven in deze samenwerking omdat we weten waarom Fung Brands zo in ons geïnteresseerd was’, zegt Salez in een gesprek met De Tijd. ‘Ze willen ten eerste mee profiteren van onze enorme knowhow. Ten tweede gaat het om onze ‘legacy’, de lange geschiedenis van ons merk . Delvaux is niet alleen het oudste atelier voor luxeleer ter wereld, het is ook onlosmakelijk verbonden met Brussel. De consument in China is verlekkerd op ‘Made in Brussels’, niet op ‘Made in China’.’

China vergaart niet enkel in België, maar overal ter wereld kennis door overnames. De Chinese directe buitenlandse investeringen verzevenvoudigden de voorbije vijf jaar. In 2010 investeerden Chinese bedrijven een slordige 61,8 miljard dollar in het buitenland, volgens cijfers van de Amerikaanse denktank The Heritage Foundation. En 2011 is goed op weg om een nieuw recordjaar te worden.

‘Europa verwelkomt elke Chinese investering zonder vragen.’ Dat zegt Koen Vermeersch, managing director van Inncerconnect Consulting. ‘Dit getuigt van naïviteit en stelt China in staat het spelletje van verdeel en heers verder te zetten in Europa. De Westerse wereld probeert een kenniseconomie te ontwikkelen, maar ondermijnt haar eigen strategie door investeringen toe te laten, ook als deze de ontwikkeling van haar kenniseconomie niet ondersteunen.’

 

Uit onderzoek blijkt dat China enkel openstaat voor buitenlandse investeringen als het in het nationale belang is, en dat die openheid eerder de uitzondering dan de regel is.

De houding van Europa staat ook in schril contrast met de aanpak van de Verenigde Staten. ‘De VS beschouwen China meer als een potentiële vijand in de handelsoorlog’, zegt Vermeersch. ‘Ze hebben een systeem opgezet, waardoor de federale overheid strategische pijlers van de Amerikaanse economie uit Chinese handen kunnen houden.’

Vermeersch vraagt zich af waarom Europa niet een gelijkaardig alarmsysteem als de VS heeft. ‘De Europese Federalisten, zoals oud-premier Guy Verhofstadt, zijn er voorstanders van dat Europa gelijkaardige bevoegdheden zou krijgen als de VS. Verhofstadt ziet de Europese Unie dezelfde richting uit gaan als de VS.’ Voorlopig is handel een bevoegdheid van de lidstaten. Vermeersch stelt in zijn gesprekken met verschillende actoren in de Europese coulissen vast dat de publieke opinie en de houding van ambtenaren begint te veranderen.

De laatste jaren zien we een verschuiving die Jonathan Holslag van BICCS omschrijft als een verschuiving van ‘naïef constructivisme’ richting ‘infantiel realisme’. Gezien het feit dat de publieke opinie en de beleidsmakers in de VS een veel sterkere mening hebben over Chinese investeringen, en de Amerikaanse leiders pas sinds eind de jaren 1980 de mogelijkheid hebben om buitenlandse investeringen te blokkeren, heeft Europa allicht nog een lange weg voor de boeg.

Vermeersch: ‘We kunnen alleen maar hopen dat de leiders die de eindbeslissingen nemen wijs genoeg zijn en de internationale orde voor ogen hebben, in plaats van een mogelijke handelsoorlog. Hiervoor is wijsheid van alle zijden nodig. Als protectionistische reflexen opduiken, dan kunnen we de toekomst gemakkelijk voorspellen, zeker wanneer de natuurlijke grondstoffen uitgeput raken.’

Het initiatief voor wijzigingen in de statuten en een overdracht van bevoegdheden ligt bij de Europese Commissie. En daar is volgens Vermeersch de publieke opinie veel minder belangrijk dan het lobbywerk van verschillende belangengroepen. Dit was niet het onderwerp van zijn thesis. Hij raadt verder onderzoek in die richting aan.
