Wanneer in januari 2011 de Egyptische revolutie op gang getrokken wordt met betogingen in verschillende grote steden, betekent dit de start van een 18-daagse protestbeweging waarvan niemand op dat moment de gevolgen kan overzien. Aan een razend tempo verspreidt het revolutionaire virus zich door het land, met als spilpunt het beroemde Tahrirplein, centraal gelegen in Downtown Caïro. Hier wordt het volk verenigd in slagkrachtige slogans - ‘Hubz! Hurria! Adala-agtimaiah!’ (Brood! Vrijheid! Gerechtigheid!) – en klinkt  de roep om een rechtvaardigere staat. Hier wordt verandering verbeeld, wordt hoop verwezenlijkt. Met een massale sit-in op Tahrir dwingt het volk haar autoritaire machthebbers tot aftreden en schrijft een nieuwe bladzijde in haar eigen geschiedenis. Het bezette plein wordt een dankbaar model, waarbij de ruimtelijke her-organisatie naar een revolutionaire agenda gretig wordt overgenomen bij vergelijkbare protesten en sit-ins wereldwijd. Eenmaal opgepikt door de (internationale) media worden foto’s van de kampementen ontelbare keren gereproduceerd, en maken het plein tot hét icoon van de revolutie in het hele land en ver daar buiten.

Het kleine Tahrir versus de grote stadEen ruimtelijk onderzoek naar de Egyptische revolutie kan niet om Tahrir heen. De concentratie van overheidsgebouwen en de symbolische rol die het plein in de politieke geschiedenis van Caïro speelde, maakt het tot dé plek waar een autoritair overheidsapparaat zich representeert in het brandpunt van de formele stad. Op Tahrir komen stad en staat samen, en het is net deze band die de revolutionairen gebruikten om een directe aanklacht tegen het regime te laten klinken. Toch lijkt de beperkte ruimte van Tahrir slechts een fragment van een groter verhaal dat zich afspeelt in, en onlosmakelijk verbonden is met een hedendaagse metropool. Een reconstructie van de feiten toont aan hoe het plein niet gevuld werd door de welgestelde bevolking van het stadscentrum zelf, maar door een heterogene massa vanuit de hele grootstad.

Dit grotere Caïro blijkt op een heel andere logica te zijn gestoeld. Vanaf de jaren ’50 zorgde de grootschalige, snelle en vooral ongeplande urbanisatie van de periferie voor de creatie van een toenemend aantal ashwa’iyyat - Arabisch voor ‘rommelig’ en een paradigma voor Caïro’s buitenwijken. Tot op vandaag kennen deze stadsdelen vaak geen enkele vorm van vergunning, steunen zij sterk op een bruisende informele economie en/of worden ze getekend door een aanzienlijke (politieke) autonomie en verscheidene vormen van zelfbestuur. In tegenstelling tot het representatieve stadscentrum vallen zij terug op een zekere ‘graad van informaliteit’: een alternatieve verhouding met de formele stad en als dusdanig met de staat.

Een grootstedelijke revolutieVoor het merendeel van de mensenmassa op Tahrir vormt dit informeel Caïro het decor van hun dagelijkse leven. Vanuit zowat alle uithoeken van de stad kwamen delegaties naar Tahrir, gaande van een handvol jongeren tot de integrale bevolking van een bepaalde buurt. Hun beweegredenen waren talrijk en zeer divers. Vaak steunden zij op concrete gebeurtenissen op de lokale schaal: de bouw van een luxehotel op de plaats van een historische volkswijk, de strijd om elektriciteit en water in illegaal gebouwde woningen, of een informeel bestuur dat botst met het centrale gezag.

Ook in de wijken zelf brandden haarden van alternatief verzet. Via informele systemen, boycots of massale bouwinbreuken werden lokalere problemen aangekaart. Het onzekere statuut van de bewoners, en de verstoorde relatie met een overheid die hen nog steeds als illegaal beschouwt, kwam als onderliggend pijnpunt sterk naar voren. De Arabische Lente in Caïro werd daarmee één van de zeldzame momenten waarop de dagelijkse beslommeringen van de anders zo verborgen ashwa’iyyat tot uitdrukking kwamen.

‘Tahrir voorbij’ in drie ashwa’iyyatEen onderzoek naar de revolutie ‘voorbij Tahrir’ plaatst de uitzonderlijke gebeurtenissen van 2011 terug in het grotere Caïro. De voorgestelde studie focust derhalve op de vraag hoe de revolutie buiten Downtown – in de specifieke context van drie belangrijke ashwa’iyyat - geworteld, gegroeid en gevoerd is. Een geïsoleerde sloppenwijk in de woestijn, een volkse buurt in een eeuwenoud deel van de stad en tenslotte een landschap van illegaal gebouwde appartementsblokken in de periferie, worden een testveld voor de veelzijdigheid van die stedelijke conditie.

De keuze voor deze wijken is niet absoluut, maar vertrekt van een zekere complementariteit. Hun samengestelde bespreking vormt een afspiegeling van de gevarieerde ontstaansgeschiedenis van de stad. De casestudies kunnen daarbij tweeledig gelezen worden. Afzonderlijk geven ze een fragmentarisch antwoord op de vraag naar de revolutie buiten het beroemde Tahrir, tezamen een actuele beschouwing van het complexe Caïro ‘rond’ – net voor en net na - het kantelpunt van de Egyptische revolutie.

Een onvolkomen revolutieVandaag klinkt een globale analyse van de situatie in Egypte veelal negatief. Het beeld van een ‘mislukte revolutie’ lijkt dan wel grotendeels te wijten aan het weinig hoopgevende regime van al-Sisi, ook op het beleidsniveau – bij planningsorganen en overheden - zijn maar weinig concrete veranderingen te bespeuren. De lokale beslommeringen die destijds werden aangekaart, blijven daarbij veelal voortbestaan en in geen van de besproken stadsdelen werden écht grote bokkensprongen gemaakt.

Toch beweegt er iets in Caïro’s ashwa’iyyat. In vele wijken neemt de bevolking zelf het heft in handen: schoonmaakacties in de publieke ruimte tonen een plotse begaanheid met de eigen leefomgeving, lokale comités denken concrete opwaarderingsvoorstellen uit en winnen steeds meer aan politiek belang. De blijvende effecten van de revolutie lijken dan vooral te vinden buiten de politieke arena en buiten het uitgedoofde Tahrir. De onomkeerbare veranderingen liggen in de groeiende bewustwording van een complexe stad en in een emancipatie in de geesten bij de ashwa’iyyat.

De vraag die we afsluitend willen stellen slaat neer op een lang en veelzijdig proces: “Was het de moeite om buiten Tahrir te kijken?”. Op basis van de beschouwde cases – een fragmentarische verbeelding van de grotere schaal – klinkt het antwoord positief. Het grotere Caïro herbergt een voedingsbodem en sporadische indicaties van geweld vooraf, een rekruteringsveld en locaties voor alternatief verzet tijdens de protesten, en hoopgevende verschuivingen voor de toekomst.
