Partijlid worden of niet? Een zoektocht naar de motieven van partijleden binnen de CD&V.

'To party or not to party?' Een kleine meerderheid van de jongeren kiest voor 'to party'. Verbazingwekkend?

Waarschijnlijk iets minder als u weet dat het hier niet gaat over de klassieke betekenis van het woord zoals het zetten van een stapje in de  wereld en in de ‘Overpoort’ te vertoeven of het bijwonen van andere feestgelegenheden. Hier wordt 'To party' in de zin van zich aansluiten bij een politieke partij bedoeld. Het is u misschien ook opgevallen dat er binnen uw sociale kringen overwegend meer ouderen dan jongeren partijlid zijn. Dit fenomeen werd in deze thesis onder de loep genomen.

Inkrimpend ledenbestandHoewel begrippen zoals vertrouwen, representativiteit en inspraak bovenaan de agenda van de overheid prijken, hebben politieke partijen vandaag de dag te maken met weinig vertrouwen vanwege de burgers. Een eerste indicatie hiervan is het feit dat de meeste politieke partijen in Vlaanderen moeite hebben om leden aan te trekken en te behouden.  Partijlid worden is vandaag de dag geen ‘hot’ item meer. De CD&V bleef niet gespaard van deze trend. Ook de CD&V-eens grootste partij ooit- is zijn aantrekkingskracht verloren en heeft te maken met een inkrimpend ledenbestand met bovendien een scheve samenstelling: de bevolkingscategorie jongeren is ondervertegenwoordigd, terwijl het aandeel van het aantal 65-plussers in het totale ledenbestand omvangrijk is.

Gevolgen van de shrinking partyWat is het gevolg van de vermindering van het aantal en de representativiteit van partijleden binnen bepaalde partijen? Het belangrijkste gevolg van dit fenomeen is dat politieke partijen in deze situatie minder in staat zijn om te fungeren als doorgeefluik. Politieke partijen zijn kanalen langs welke burgers hun verwachtingen, voorkeuren en opinies over het beleid en wat er leeft in de samenleving kunnen doorgeven aan de beleidsmakers. Een partij met minder leden die daarnaast qua leeftijd niet evenredig is samengesteld zal bijgevolg minder input krijgen van hun leden voor de partijprogramma en zullen bijgevolg bepaalde groepen en/of standpunten uit het oog verliezen. Een partij zoals de CD&V met weinig jongeren zal dus minder in staat zijn om enerzijds in te schatten wat er afspeelt binnen de leefwereld van jongeren anderzijds om hun belangen te vertegenwoordigen.

Dit fenomeen werd reeds uitvoerig kwantitatief (i.e. aantallen) onderzocht, maar academisch inzicht in de motivaties van partijleden vereist bijkomend onderzoeksaandacht. Omwille van deze reden werd op zoek gegaan naar wat jongeren en ouderen drijft om zich aan te sluiten bij de politieke partij CD&V- een politieke partij die te maken heeft met bovengenoemde problematiek. Hiervoor werden er types partijleden opgebouwd via een wetenschappelijke methode waarbij 36 stellingen, die handelen over motieven om zich aan te sluiten, voorgelegd werden waarop de deelnemers zich moesten positioneren.

Jongeren om sociale redenen, ouderen om ideologische redenen lid van CD&VUit de vergelijkende analyse blijkt dat de redenen om zich aan te sluiten tussen de jongeren en ouderen verschillend zijn. Hieruit bleek dat jongeren de sociale aspecten van lidmaatschap (nieuwe mensen leren kennen, samenwerken met gelijkgezinden, evenementen zoals eetfestijnen, recepties, ea) heel belangrijk achten. Voor hen is het cruciaal dat er een fun factor verbonden is met partijlidmaatschap. Ideologische aspecten spreken daarentegen overwegend meer oudere partijleden aan. Uiting geven aan hun levensovertuiging en via partijlidmaatschap een steentje bijdragen aan de maatschappij zijn voor hen van groot belang.

Daarnaast hebben materiële voordelen (zoals het bekomen van een job, een loonsverhoging, carrièremogelijkheden verkrijgen, ea.) in een beperkte mate invloed op de jongeren. Ouderen vertonen eerder een afkeer ten opzichte van materiële voordelen. Dit is grotendeels te wijten aan het feit dat deze individuen hun carrière reeds doorlopen hebben.

In het algemeen kan gesteld worden dat beide generaties in zekere mate gedreven worden door sociale incentives. Daarnaast vinden alle opgebouwde types het essentieel dat zich aansluiten weinig moeite kost. Om deze reden kan het interessant zijn om meer sociale activiteiten te organiseren met een lage drempel waardoor aan deze noden voldaan worden om zo nieuwe potentiële (jonge) individuen te rekruteren. De CD&V zal bijgevolg aan zijn ‘party’-imago moeten werken om meer jeugd aan te trekken.
