The Role of the Community Officer in the Signalling of Religious Affiliated Radicalisation within the Netherlands

Mijn buurjongen, Mo. Aardige knul, zegt altijd vrolijk gedag. Zo af en toe loopt hij wel eens door de straat. Al lijkt hij de laatste tijd wel wat minder buiten te komen. Eerst was hij ook nog regelmatig op de voetbalclub te vinden, nu vrijwel nooit meer. En waarom loopt ie eigenlijk opeens in zo’n jurk, zo’n djellaba-ding? Ach ja, ieder z’n hobby. Die baard vind ik hem overigens niet staan, maar dat zal er tegenwoordig wel bij horen. Ik bedenk me net, ik heb hem eigenlijk al een hele poos niet meer gezien..[1]

Waar de migrantenstroom vanuit Syrië de afgelopen periode behoorlijk is aangetrokken, maken politie- en veiligheidsdiensten zich voornamelijk zorgen over hen die de andere kant op lijken te willen gaan. Geradicaliseerde jongeren die naar Syrië trekken om zich aldaar vermoedelijk bij terreurorganisaties te voegen, zorgen zowel hier, als daar, voor de nodige kopzorgen. 

Een proactieve aanpakIn verschillende Europese landen is sinds 2012 een aanzienlijke toename te zien van jongeren die lijken te radicaliseren, en vervolgens uitreizen naar Syrië. Het huidige contraterrorisme beleid probeert naast een verscherpte beveiliging, naar aanleiding van aanslagen in Brussel en Parijs, nadrukkelijk om lokale radicalisering vroegtijdig in de kiem te smoren. Maar, vooraleer een individuele aanpak van de-radicalisering kan worden geïnitieerd, zullen we eerst moeten weten wie er precies radicaliseren. Aangezien veel jongeren radicaliseren binnen de eigen woonplaats, hebben beleidsbepalers een vroeg-signalerende rol toegedicht aan onder andere de wijkagent. Deze wijkagent, zeker in grotere steden, is de liaison tussen de politie en de lokale gemeenschap en wordt geacht de wijk als geen ander te kennen. Wijkagenten zouden radicaliserende wijkbewoners dan ook moeten kunnen herkennen, maar gebeurt dit ook?    

Jong, man en gelovigDit afstudeeronderzoek ging op zoek naar de ervaring van de wijkagent in het herkennen van radicalisering. Hiervoor zijn interviews gehouden in vijf Nederlandse steden. Enkel wijkagenten die ervaringen hebben met radicalisering zijn benaderd, waardoor de overgrote meerderheid uitgesloten was van deelname.  

Onderzoek uit 2007 toonde aan dat de wijkagent niet voldoende op de hoogte was van radicalisering. Inmiddels blijkt de wijkagent goed geïnformeerd omtrent het fenomeen. Radicalisering, eenvoudig gesteld een proces waarin iemand steeds verder overtuigd lijkt te raken van extremistische opvattingen, wordt door de wijkagent vooral ervaren als een plotselinge verregaande interesse in de Islam. Naast het geloof zijn er twee andere grote gemene delers onder geradicaliseerde wijkbewoners: het betreft veelal mannen en ze zijn betrekkelijk jong. 

Herken de JihadistHerkennen wijkagenten radicalisering? Het antwoord is zoals zo vaak, niet eenduidig. Wijkagenten worden ten eerste sporadisch ingelicht door wijkbewoners over mogelijk radicaliserende medebewoners. Deze wijzen hen dan op een veranderd uiterlijk of plotselinge religiositeit. De wijkagent geeft twee hoofdredenen voor deze beperkte informatiestroom vanuit de wijk: hun beperkte aanwezigheid in de wijk en de lastige vertrouwensrelatie tussen burger en agent. Met dit laatste wordt bedoeld dat wijkbewoners wel degelijk informatie willen geven, maar niet wanneer dit leidt tot officiële opvolging waardoor voor- en achternaam bij de ‘geradicaliseerde’ terecht kan komen. Ook bezorgde families van geradicaliseerde personen lichten de wijkagent in, maar enkel waneer zoon of dochter reeds naar Syrië is vertrokken.

Ten tweede observeren wijkagenten ook zelf veranderingen bij wijkbewoners. Hoewel zij realiseren dat interesse in de Islam vanzelfsprekend niet gelijk staat aan radicalisering, is het toch bijzonder wanneer dit zeer plots lijkt te gebeuren. Een bewoner die zich voorheen vooral inliet met criminaliteit en drugs en daarna plotsklaps devoot Moslim is, is op zijn minst opmerkelijk. In sommige wijken vàlt het op, in andere víel het op. Elders is streng religieus zijn eerder regel dan uitzondering, waardoor veranderingen nauwelijks opvallen. Andere manieren om radicalisering te herkennen zoals voorgesteld in bijvoorbeeld de Handleiding voor Beleid en Praktijk (2013)[2], worden zelden opgemerkt. Mogen we van wijkagenten verwachten dat zij zaken vaststellen zoals ‘politiek ongenoegen’, ‘sociale isolatie’ of  ‘onttrekken uit kern-instituties’ in hun vaak al veeleisende wijken?

De derde en tevens meest voorkomende manier waarop wijkagenten worden geïnformeerd omtrent radicaliserende wijkbewoners is via een lokaal overlegorgaan. Deze vorm van overleg, vaak onder leiding van de gemeente, centraliseert informatie afkomstig van professionals in de wijk. Hier komt dus informatie samen vanuit bijvoorbeeld scholen, sociaal werk of reclassering en wordt dit naar de wijkagent doorgespeeld. Daarnaast wordt de wijkagent regelmatig direct ingelicht door leden van lokale moskeeën, al varieert dit wel van wijk tot wijk.

Een actieve rolAlhoewel de wijkagent dus niet direct bijdraagt aan de initiële signalering, leveren zij wel regelmatig wijkinformatie nadat zij op mogelijke radicalisering zijn geattendeerd door bijvoorbeeld het overlegorgaan. Mede door deze wijkgerichte kennis kunnen jongeren geduid worden als radicaal, of simpelweg als zoekende tiener. De wijkagent wordt regelmatig geïnstrueerd om informatie te ‘halen’, maar doet dit ook op eigen initiatief. Hierdoor is radicalisering voor de meeste een behoorlijke taak geworden binnen hun functie, die bovendien prioriteit geniet. Overigens zet de ene wijkagent deze informatie direct in een landelijke computersysteem, waar de ander liever eerst een deskundige inlicht. Ten slotte gaat de wijkagent ook regelmatig langs bij de ‘radicaliserende’ jongeren, alsook bij hun families. Hoewel dit niet altijd gewenst is, kan dit tot zinvolle informatie leiden, maar ook tot een verbeterde relatie tussen burger en politie. Zowel de wijkagent als de meeste ouders willen per slot van rekening niet dat hun jongeren uitreizen naar Syrië.

Op naar avontuurMohammed pakt zijn Kalasjnikov op en herlaadt. Om hem heen geschreeuw en knallen van inslaande mortieraanvallen. Plotseling ziet hij twee donkere schimmen in zijn richting komen aanrennen. Hij blijft rustig en brengt zijn wapen in aanslag. Vervolgens geeft hij zich over aan zijn rechter wijsvinger. Met een doffe knal vallen de levenloze lichamen van de man en vrouw op de stoffige zandvlakte. Het zand stuift op en even lijkt het volkomen stil.

‘Mo. Mo, Mo! Kom naar beneden, het eten is klaar!’ Mo zet zijn koptelefoon af, klapt zijn laptop dicht en vergezelt zijn familie. ‘Het wordt tijd dat je weer eens naar buiten gaat, dat ge-computer van jou de hele vakantie’, snauwt zijn moeder. ‘Waarom ga je niet gewoon weer voetballen, zoals vroeger?’
