Media en democratisering in Pakistan: een verhaal van 1001 machten

"I would say, in 80% of the cases we are free". Zo klinkt het bij een van de Pakistaanse journalisten die geïnterviewd werd in het kader van het onderzoek van Hanne Decré. Zij onderzocht welke rol de media spelen in het Pakistaanse democratiseringsproces dat zich ontplooide na 2008. Daaruit blijkt dat de mediavrijheid in Pakistan nog sterk begrensd wordt.

Voor haar onderzoek, interviewde Decré negen Pakistaanse journalisten over werken in een land waar persvrijheid geen evidentie is en waar (zelf)censuur schering en inslag zijn. "Pakistan behoort tot een van de gevaarlijkste landen voor journalisten".

De holy cows van de Pakistaanse journalistiek
In de jaarlijkse World Press Index van Reporters Without Borders krijgt Pakistan een 147e plaats toebedeeld. Niet de zwakste van de klas als het op persvrijheid aankomt, die bedenkelijke eer is weggelegd voor Eritrea, maar toch doet Pakistan het slechter dan zijn omliggende buurlanden Afghanistan en India, die respectievelijk op een 120e en een 133e plaats staan.

De Pakistaanse journalistiek wordt beperkt in haar vrijheid door verschillende actoren. Een van de Pakistaanse respondenten spreekt in dit geval over holy cows, onderwerpen of instanties die niet of nauwelijks bekritiseerd mogen worden, namelijk het militaire apparaat, de extreme religie en terroristische organisaties. Anno 2016 blijkt dat de civiele politiek en de economie nog altijd overschaduwd worden door het militaire establishment en de veiligheidsdiensten. Hun invloed op het beleid is groot en dat kent zijn weerslag in de journalistiek. Kritiek op deze instanties wordt weinig of niet getolereerd. Volgens één van de respondenten is het militaire establishment zelfs de voornaamste oorzaak van censuur en zelfcensuur.

Het grootste probleem, zo blijkt uit de interviews, zijn echter de veiligheidskwesties waarmee de journalisten geconfronteerd worden. Aanslagen op journalisten of mediahuizen zijn niet ongewoon en dienen vaak als boodschap naar het hele medialandschap toe. De golf van angst die deze soort aanvallen veroorzaakt, werkt zelfcensuur in de hand. Door die combinatie van censuur en zelfcensuur kunnen de media hun taak als watchdog, waarbij ze als een vierde macht waken over de drie andere machten van de samenleving, niet naar behoren vervullen.

Maar ook de media zelf moeten als een actor bekeken worden. Uit het onderzoek blijkt dat mediabedrijven pure commerciële entiteiten zijn en dat de eigenaars een decisieve invloed uitoefenen op de inhoud. Door de voortdurende strijd om de kijkcijfers, ontstaat er een vuile competitie tussen de mediahuizen onderling en een grote hang naar sensationeel nieuws, vooral bij de Urdumedia. Dat gebrek aan professionaliteit wordt nog in de hand gewerkt doordat er geen echte ethische code is, waardoor er weinig aan (zelf)regulering gedaan wordt.

Socio-economische factoren
De functie van de media in het democratiseringsproces wordt ook beïnvloed door maatschappelijke factoren, zowel op sociaal als op economisch vlak. Een voorbeeld hiervan is de grote digitale kloof die er in Pakistan bestaat. Slechts 13,8% van de bevolking heeft toegang tot het internet, wat ertoe leidt dat het internet en de sociale media, die minder te kampen hebben met censuur, weinig impact hebben op het democratiseringsproces. Bovendien kan maar iets meer dan de helft van de bevolking lezen en schrijven, dus ook de scholingsgraad heeft een beslissende invloed op de media-impact. Vanuit dat oogpunt is het dus niet onlogisch dat onder andere printmedia geen grote verspreiding kennen.  

Sterke democratie = sterke media
Het Pakistaanse democratiseringsproces en de transformaties binnen het medialandschap zijn onvoorwaardelijk verbonden met elkaar, zo halen de geïnterviewde journalisten aan. Wanneer het ene groeit zal het andere volgen, en omgekeerd. Anno 2016 staan heel wat democratische instituten nog in hun kinderschoenen. De regering wacht een moeilijke taak om de militaire invloeden van zich af te schudden, wat niet evident is in een land dat bijna de helft van zijn geschiedenis geregeerd werd door militaire leiders. Ook de media hebben nog een lange weg te gaan voor ze een sterke functie kunnen opnemen in de Pakistaanse maatschappij. Voorlopig worden ze nog te zeer beïnvloed door een mix van actoren. Toch zijn de respondenten optimistisch: "In veertien jaar tijd - sinds 2002 - zijn de media geprivatiseerd en heeft het militaire bewind plaats gemaakt voor de civiele politiek. De vooruitgang is traag, maar hij is wel aanwezig". Het is nu afwachten wat de volgende veertien jaar - en meer - zullen brengen voor Pakistan.
