Can environmental history provide a contribution to the explanation of (violent) radicalisation in Western Europe?

Gewelddadige religieuze radicalisering in West-Europa (totaal) anders bekeken

Milieugeschiedenis, een boeiende recente wetenschap, helpt om gewelddadige religieuze radicalisering vanuit een totaal andere, weinig gekende invalshoek te benaderen. Het verrijkt het maatschappelijk debat rond radicalisering en tilt het boven de simplismen die spijtig genoeg nog zo frequent circuleren.

“Slechts” 4% van alle terroristische acties in de Europese Unie  wordt geclaimd vanuit een religieuze ideologie.

In West-Europa wordt gewelddadige religieuze radicalisering steevast in verband gebracht met de Islam omdat het fenomeen zich vooral manifesteert bij mensen met een immigratieachtergrond uit regio’s met een overwegend moslim bevolking. Deze focus gaat voorbij aan het feit dat het aantal terroristische aanslagen in West-Europa beduidend is afgenomen, van 4670 tussen 1979 en 1980 tot 1484 tussen 2010 en 2016. Uit zowel Europese als Amerikaanse gegevensbestanden blijkt dat nationalistische / separatische motieven en uiterst linkse en anarchistische ideologieën ook vandaag nog steeds aan de basis liggen van de meeste aanslagen. De Europol gegevens tonen bovendien dat tussen 2006 en 2016 “slechts” 4% van alle terroristische acties in de Europese Unie wordt geclaimd door een religieuze ideologie.

Een frappant aspect van gewelddadige religieuze radicalisering is de verwachting dat eenvoudigere, minder complexe leefomstandigheden een antwoord zullen bieden op frustraties en grieven. Voor IS bijvoorbeeld formuleert Professor Rik Coolsaet dit aspect als “IS heeft aanzienlijke inspanningen geleverd om zijn aanhangers het beeld te geven van een ideale gemeenschap, gebaseerd op eenvoudige regels, een deugdzaam kalifaat waar alle moslims over de hele wereld zich bij konden aansluiten, (...) voor mensen die zich tot nog toe buitenlanders in hun eigen land voelden”. En Anders Breivik, die in 2011 77 mensen vermoordde in Noorwegen, beschrijft zichzelf als "een man van logica. (…) een voorstander van een monocultureel christelijk Europa ".

De visies geventileerd in sommige sociale netwerken  en media getuigen van een ontmoedigend simplisme.

Eenvoud betekent niet primitiviteit. Het militair materieel, de doordachte communicatie strategieën en de uitgewerkte visie op hoe die betere samenleving moet worden gestructureerd, getuigen van een hoge professionaliteit. Wat geventileerd wordt binnen sommige sociale netwerken en media getuigt daarentegen van een ontmoedigend simplisme. Het is alsof er een éénduidig verband zou bestaan tussen een instructie in een historisch religieus boek en een terroristische aanslag. Gemakshalve wordt er abstractie gemaakt van de dynamische en geografisch zeer diverse uitdrukkingsvormen van godsdiensten die zich ontwikkelden gedurende vele honderden of duizenden jaren. Het is alsof er geen enkele diversiteit bestaat binnen de enorme gebieden waarin de meerderheid van moslims en christenen wonen. Alsof moslims allen onbekwaam zijn om zelf analyses te maken; alsof alle katholieken het gerechtvaardigd vinden om abortusklinieken te vernielen of om homoseksuelen te excommuniceren.

Milieugeschiedenis kan meer licht op radicalisering werpen

Milieugeschiedenis, een recente wetenschappelijke discipline, helpt om gewelddadige religieuze radicalisering vanuit een andere, weinig gekende invalshoek te benaderen. Elk natuurlijk milieu stelt specifieke eisen om een duurzaam overleven van een samenleving mogelijk te maken. Milieugeschiedenis bestudeert de wisselwerking in het verleden tussen mensen en het fysisch milieu waarvan zij afhankelijk zijn voor hun voedsel, een dak boven het hoofd en klederen aan het lijf.

Die kennis werpt een bijkomend licht op radicalisering. West-Europa, met overwegend een gunstig klimaat en rijke landbouwgronden kan zich een flexibel beheer van haar milieu permitteren zolang dit niet leidt tot onomkeerbare uitputting. Dit is allerminst het geval voor het Midden en Nabije Oosten, of voor Noord en Sub-Sahara Afrika. De gemiddeld veel schaarsere natuurlijke troeven in deze regio’s leggen beperkingen op die West-Europeanen zich nauwelijks kunnen voorstellen. Een samenleving die zich ontwikkelt in een milieu met bodems en een klimaat die – ondanks technologische vooruitgang – gewas opbrengsten van gemiddeld nauwelijks 1000 tot 2000 kg per hectare toelaten, vraagt om een ander rentmeesterschap dan een (West-Europese) omgeving waar akkers en weersomstandigheden het gebruik van nieuwe technieken gemakkelijker laten renderen tot graanopbrengsten van, gemiddeld, 4000 tot 6000 kg per hectare.

De milieugeschiedenis verschaft talrijke voorbeelden die aantonen hoe schaarste ook in regels en religieuze teksten weerspiegeld wordt. In de Sahel bijvoorbeeld houden boeren vast aan hun traditionele landbouwpraktijken die – in tegenstelling tot Westerse methoden – een minimale maar duurzame opbrengst garanderen. In Bijbel en Koran beogen “instructies” zoals het sabbatjaar, leningen zonder interest en een strikt respect voor de perfecte orde van de schepping een samenleving die gevrijwaard blijft van catastrofes zoals zondvloed, aardbeving, droogte, verwoestijning, hongersnood en ziekte. Vandaag noemt men dit “duurzaam beheer”….

“De economische mens is niet noodzakelijk de echte mens.” (Polanyi, 1947)

Dit maakt het beter begrijpelijk dat sommige mensen terugvallen op vroegere beheersregels, wanneer ze gefrustreerd geraken door de gevolgen van een maatschappelijk beheer dat gemodelleerd werd in een totaal verschillend milieu, gekarakteriseerd door overvloed eerder dan door schaarste. Voor hen zijn het kapitalistisch creëren van meerwaarde en klasseren van mensen op basis van hun economisch nut minder voor de hand liggend want niet overal is “de economische mens noodzakelijk de echte mens” zoals antropoloog Karl Polanyi zou kunnen geparafraseerd worden. En de Verlichting, met vooruitgang en maakbaarheid door de mens, kan als een vreemd begrip ervaren worden want zo’n samenleving kan enkel overleven wanneer er overvloed is. Dat “verschillend” milieu hoeft overigens niet noodzakelijk geografisch te zijn: een (snelle) evolutie naar een andere, multiculturele en complexe maatschappij zoals we die vandaag in West-Europa kennen kan een gelijkaardig proces op gang brengen en bewegingen voeden van nostalgische Vrienden die “1302” en “Ons land = onze waarden” in hun Schild voeren

Milieugeschiedenis tilt het maatschappelijk debat rond gewelddadige radicalisering boven de simplismen die jammer genoeg zo frequent circuleren. Het toont dat een “Europese islam” als oplossing voor religieuze radicalisering minder evident is dan het lijkt. En het suggereert dat de conclusie van arabist professor Peter Derie een bredere toepassing verdient, ook buiten de islam: “Wie denkt: hier heb je onze waarden, stop er de islam in, en dan schuiven gelovigen naar een Europese islam, krijgt beslist het deksel op zijn neus.” Zo zou een kritische milieu-historische component, of het rekening houden met de invloed van het natuurlijk milieu op het denken van de mens en hoe die dat concretiseert, het succes van integratieprogramma's en de-radicaliseringsprojecten ongetwijfeld kunnen verhogen.
