Een historische toekomst: de Russische beer en de honing van het verleden

A people that does not remember its past has no future’, sprak Vladimir Vladimirovic Poetin in 2002. Een kritische Poolse journalist had hem gevraagd wanneer Rusland zich zou verontschuldigen voor de misdaden van Sovjetsoldaten tijdens de Tweede Wereldoorlog. Dezen hadden op Pools grondgebied immers heel wat slachtoffers gemaakt. Het belang dat de ex-KGB’er hier hecht aan het verleden is toonaangevend voor hoe het Kremlin met geschiedenis omgaat. 
            Politieke interacties met geschiedenis als inzet bestaan in vele landen. Tot op vandaag ontmoeten ook Rusland en zijn verleden elkaar frequent, in alle delen van de samenleving. In het politieke discours steken deze phantoms of the past regelmatig de kop op. Dit artikel werpt een nieuw licht op de manier waarop dit in de hoogste kringen van de Russische politiek gebeurt, aan de hand van toespraken die presidenten Poetin en Medvedev tussen 2000 en 2018 gaven.

‘Our values form our vision of the future’: tussen glorieus verleden en succesvolle toekomst

De val van de Sovjet-Unie zorgde voor een sterke terugval in de interesse voor het verleden. Het Russische volk voelde zich vernederd door het Westen. Het verloor een groot deel van zijn trots en vertrouwen in het moederland. Pjotr met de pet focuste zich dan ook liever op de toekomst, een ingesteldheid die president Jeltsin op politiek vlak volgde. In 2000 luidde Poetins verkiezing echter een nieuw tijdperk in. Zowel hij als zijn opvolger Medvedev rakelden tijdens hun ambtstermijnen de nagloeiende kolen van het patriottisch vuur opnieuw op. Verschillende gebeurtenissen in deze periode leenden zich hier uitstekend toe. Zo vond in 2008 de Vijfdaagse Oorlog plaats, waarbij Georgische en Russische troepen slaags raakten in Zuid-Ossetië en Abchazië. Ook nam Ruslands assertiviteit in het buitenland vanaf 2012 toe; denk maar aan de annexatie van de Krim. Poetin en Medvedev zochten in deze periodes binnenlandse steun door in te spelen op de leiderspositie die Rusland opnieuw wilde innemen op het internationale toneel.
           Om het patriottisme van de bevolking te stimuleren, beschikt het Kremlin over een grote gereedschapskoffer. Eén van de belangrijkste werktuigen is het verwijzen naar een glorieuze geschiedenis. Deze referenties gebeuren steeds in een specifieke context en dienen steevast een politiek doel. Een eerste hoofddoel van het Kremlin is de stimulans van verschillende waarden bij de bevolking. Deze waarden hebben, volgens het officiële discours, het succes van Rusland in het verleden steeds gewaarborgd. Het naleven hiervan zal dus ook in de toekomst het morele verval van het volk voorkomen en het Russische succesverhaal verderzetten. Patriottisme promoot de liefde en trots voor ‘Moedertje Rusland’. Nadruk op orthodox christendom verzekert dan weer een band tussen Kerk en Kremlin. Met eenheid en conservatisme proberen Poetin en Medvedev tot slot om revolutionaire onrusten in Rusland te vermijden.

‘We would do well to remember the past’: hedendaagse repressie en historische legitimatie

Een tweede hoofddoel van het Kremlin is de legitimatie van repressieve maatregelen. Hoewel Rusland zichzelf een democratie noemt, blijkt vrije meningsuiting in de praktijk niet altijd vanzelfsprekend. Denk maar aan de gearresteerde leden van Pussy Riot die tijdens de WK-finale het voetbalveld bestormden.

De laatste jaren keurde de Federatieve Vergadering, de Russische wetgevende macht, verschillende wetsvoorstellen goed die de staatscontrole op meningsuiting versterkten. Dit gebeurde vaak na terroristische aanslagen, een probleem waar Rusland reeds geruime tijd mee kampt, of revolutionaire onrusten. Zowel Poetin als Medvedev vergeleken de daders met nazi’s. Om deze vergelijking te begrijpen, keren we terug naar 1939-1945. De Grote Vaderlandse Oorlog speelt namelijk een belangrijke rol in de Russische identiteitsvorming. Hoewel Rusland deze gebeurtenis ziet als de culminatie van patriottisme, betekende het conflict ook een demografische catastrofe vol rouw en ontberingen. De bevolking ziet het nazisme tot op vandaag als oorzaak van dit kwaad. Door in te spelen op dit collectief trauma wint de Russische overheid dus steun voor maatregelen die het volk onder andere omstandigheden als vrijheidsbeknottend zou interpreteren.
            Maar wat heeft het Kremlin hierbij te winnen? Het zwartmaken van revolutionairen hangt samen met de continue nadruk van Poetin en Medvedev op eenheid en patriottisme. Revoluties betekenen een opstand tegen het centraal gezag, lijnrecht tegen de belangen van het Kremlin in. Hiernaast zijn de terroristische aanslagen regelmatig toegeschreven aan de islam, namelijk Tsjetsjeense moslimrebellen of IS-strijders. Door de islam op deze manier in een negatief daglicht te stellen, daalt ook de bevolkingssteun voor deze religie. Dat komt de Russisch-Orthodoxe Kerk dan weer ten goede, die van oudsher nauwe banden onderhoudt met het Kremlin.
            Ook Poetins eigen voorliefde voor geschiedenis maakt deel uit van de Kremlin-gereedschapskoffer. De Poetincultus, die reeds jarenlang in Rusland heerst, maakt zijn persoonlijke leven erg invloedrijk. Het Kremlin houdt deze populariteit bovendien zorgvuldig in stand. Denk maar aan liedjes zoals ‘Een man zoals Poetin’ en Poetinkalenders.

‘Let me, Putin, call myself your colleague’: Russische historici binnen de maatschappij

Door het belang dat het Kremlin aan het verleden hecht, spelen Russische historici een belangrijke rol in de maatschappij. Zo benadrukte Poetin in 2014 dat geschiedkundigen naast een objectieve weergave van het verleden ook een waardeoordeel moeten vellen. Bovendien is een goede historicus volgens hem ook een overtuigde patriot.
            Door de link tussen historische kennis en patriottisme krijgt tot slot de Russische jeugd in dit kader veel aandacht. Volgens Poetin heeft onderwijs immers een dubbele opdracht. In de eerste plaats moeten leerkrachten hun studenten uiteraard kwalitatief onderwijzen. Daarnaast zegt hij echter ook dat geschiedenislessen deel uitmaken van de patriottische opvoeding. Historische kennis moet de jeugd trots maken op haar land. Poetin gaat er dus van uit dat een objectieve kennis van het verleden lijnrecht tot patriottisme leidt; gezien de turbulente Russische geschiedenis een opvallende bewering. De historisch-patriottische vorming moet bovendien ook buiten de schoolmuren verdergaan, via museumuitstappen en persoonlijk contact met oorlogsveteranen.

De Russische maatschappij blijkt dus doorspekt met instrumentalisering van het verleden door Poetin en Medvedev. Toch gaven bovenstaande vaststellingen niet enkel antwoorden. Nieuwe vragen blijven rijzen. De rol die het verleden in Rusland speelde, speelt en zal spelen, blijft open voor aanvulling en discussie. Of zoals Poetin zei: ‘A people that does not remember its past has no future’.
