Omgaan met het gevaar voor aardverschuivingen: Bereidheid om te verhuizen, redenen om te blijven

Wat is het probleem?

De verhoogde frequentie van natuurrampen door klimaatopwarming en de stijgende populatiedruk zorgen ervoor dat steeds meer mensen zich vestigen op steeds gevaarlijkere plekken. Overheden kunnen deze problemen beperken met behulp van ruimtelijke ordening. Maar ontwikkelingslanden ontbreken vaak een sterke handhaving.

Men kan mensen met harde hand dwingen om weg te verhuizen van het gevaar, maar eens de controle is verdwenen, keren ze waarschijnlijk terug om economische en culturele redenen. Verhuizen is immers duur, het gaat gepaard met onzekerheid en men voelt zich misschien niet thuis op de nieuwe plek. Hervestiging is pas duurzaam als de bevolking zelf bereid is om te verhuizen, want dit is een teken dat ze zelf overtuigd zijn dat het risico op natuurrampen groter is dan de socio-economische risico’s die gepaard gaan met hervestiging.

Hoe pakken we het aan?

De bereidheid tot verhuizen kunnen we analyseren met een econometrische techniek: het discreet keuze-experiment. Hierbij wordt aan een individu gevraagd om een keuze te maken tussen verschillende alternatieven. Elk alternatief komt met verschillende karakteristieken. Op basis van statistische analyse van de gemaakte keuzes kunnen we bepalen welke karakteristieken de keuze beïnvloeden. Bovendien moet het individu de gekozen optie ook vergelijken met zijn huidige situatie.

Voorbeeld van een keuze-kaart met twee mogelijke hervestigingsprogramma’s en de mogelijkheid om beide alternatieven te verwerpen.

Oorspronkelijk is deze techniek ontwikkeld voor prijszetting en winstmaximalisatie. Wij gebruiken diezelfde technieken nu om hervestigingsprogramma’s te ontwikkelen op maat van de getroffen bevolking. De bevolking krijgt zelf een zeg in hoe zijn nieuwe woonlocatie er moet uitzien (bottom-up!). Dit leidt tot programma’s die aantrekkelijk zijn voor de bevolking en kunnen we op een kost-efficiënte en duurzame manier mensen uit een gevaarlijke situatie helpen.

Om de resultaten van deze econometrische techniek juist te interpreteren, organiseerden we groepsgesprekken met de dorpelingen om over hun ervaringen met aardverschuivingen en hervestiging te leren.

Het onderzoek speelde zich af in de Bamboutos vulkaankrater, gelegen in de westelijke regio van Kameroen. De vulkanische activiteit heeft er geleid tot een vruchtbare bodem gelegen op hoogten tot zo’n 2700 meter. De intensieve buien in het regenseizoen leiden tot aardverschuivingen. Er werden 350 mensen uit 6 dorpen ondervraagd.

Bereidheid om te verhuizen

De resultaten uit ons onderzoek wijzen uit dat de bevolking uit twee groepen bestaat met verschillende preferenties. De eerste groep (class 1) bestaat uit rijkere boeren die aardappels kweken om te verkopen op de markt. Zij willen graag verhuizen naar een plek die veilig is voor aardverschuivingen en hebben een voorkeur voor locaties die goed bereikbaar zijn (met een verharde weg). Zo kunnen ze hun producten eenvoudig naar de markt brengen. De tweede groep (class 2) bestaat uit armere boeren die groenten en fruit kweken voor eigen gebruik. Zij willen liever niet verhuizen. Al zijn ze meer bereid zijn te verhuizen indien hun naburige familie mee kan verhuizen naar dezelfde locatie of indien ze extra landbouwgrond krijgen op de nieuwe locatie.

Redenen om te blijven

Hoewel een grote groep mensen graag zou verhuizen, zien we dit in realiteit niet gebeuren. Dit wordt veroorzaakt door 5 obstakels die we ontdekten tijdens de groepsgesprekken. (i) Als de bevolkingsdichtheid te hoog is, wordt het moeilijk om een nieuwe locatie te vinden om naartoe te verhuizen. (ii) Als de grenzen tussen de gebieden van verschillende stammen onduidelijk is, kan hervestiging leiden tot grensonenigheden. Er werden gebieden gevonden waar een poging om te verhuizen ongedaan werd gemaakt door een aanval van een naburige stam. (iii) Als hervestiging niet officieel wordt geregistreerd, kan dit leiden tot conflicten met de overheid. In het dorp Aghong werd de bevolking bijna weggejaagd nadat ze waren verhuisd naar een ecologisch reservaat. (iv) Het kan moeilijk zijn om de oude vestiging achter te laten wanneer er een sterke culturele link bestaat met de locatie. Dit bleek het geval in het dorp Atsualah, waar het dorpshoofd zijn paleis niet wou achterlaten uit angst om zijn macht te verliezen. Op een gelijkaardige manier vonden we dat het dorpshoofd in Nkongle niet bereid was om de begraafplaats van zijn voorouders achter te laten. (v) Verhuizen blijft erg kostelijk, zeker wanneer bouwmaterialen moeten worden aangekocht. Dit bleek in het dorp Atsualah, waar de bevolking nog steeds in kleine houten huisjes woonden (14 jaar na de start van hun hervestiging!). Een hervestigingsprogramma moet dus niet enkel aantrekkelijk zijn, maar ook deze obstakels wegwerken!

Nothing but mud and landslides

Het gebruik van discrete keuze-experimenten toont zich een nuttig middel om de bereidheid van mensen te onderzoeken en hun preferenties te identificeren. De combinatie met groepsgesprekken laat toe om de pijnpunten bloot te leggen, die mensen ervan weerhouden om weg te verhuizen van het gevaar.

Toch is het verhaal van de Bamboutos krater nog niet gedaan. Nu moeten Ngo’s en de overheid de stap nemen om een hervestigingsprogramma op poten te zetten dat de noden van de lokale bevolking in rekening neemt. Gebeurt dit niet, dan dreigt het William van Menka gelijk te krijgen: You people pass by and get your diplomas, while we are left here with nothing but mud and landslides.”

En daar wringt voorlopig het schoentje. Kameroen heeft twee officiële landstalen: Frans en Engels. De Engelstalige minderheid voelt zich onderdrukt en protesteert voor een onafhankelijk land (Ambazonia). Tijdens mijn verblijf in de Engelstalige regio escaleerde het conflict. Ook in de dorpen waar ik verbleef, brak geweld uit en verschillende mensen die aan dit onderzoek meewerkten kwamen te overlijden. Zolang dit conflict voortduurt, blijven de Ngo’s weg, heeft de overheid andere prioriteiten terwijl William overblijft “with nothing but mud and landslides”.
