IMPORTED GOODS: negotiating ethnicity and multiple belonging in the multicultural city of Maasmechelen

GEÏMPORTEERDE GOEDEREN: Over jongerenculturen, multiculturaliteit en een stem tegen de verrechtsing van de samenleving

Maandagochtend, 27 mei 2019, de dag na de federale en Vlaamse verkiezingen, lees ik volgende titel in krant: a groot aantal Vlaams Belang staan op, zelfs in de mijngemeentes. In Maasmechelen, extreem rechts steeg in recordsnelheid van de laatste plek naar de tweede verkozene. Hoe is het mogelijk dat extreem rechts zo hoog scoort in Vlaanderen, maar vooral in de mijnregio dat gekenmerkt staat als multicultureel?     
            De populariteit van extreem rechts is geen verrassing, in de afgelopen jaren, staan migratie, politieke frustratie en nationalisme hoog op de agenda in het publieke discourse. Het extreem rechtse verschijnsel komt niet enkel in België van de grond maar op globaal niveau zien we een sterke stijging in onze noordelijke hemisfeer. Door het zaaien van verdeeldheid, extreem rechts creëert een discourse omtrent een verschil tussen ons en zij. Ze plaatsen mensen in dozen: zij die we vertrouwen en zij die we proberen te vermijden, de ‘nieuwe’ Belgen tegenover zij die hier reeds eeuwen wonen, of, dat laten ze ons toch geloven. Het discourse naar wat ik verwijs is hetgeen van culturalisme, met het argument dat zij die naar België komen van elders, hebben niet de capaciteiten om zich aan te passen en de Belgische normen en waarden toe te eigenen, wat deze normen en waarden ook mogen zijn. 
            De kracht van dit discourse is te vinden in de gedachten en identiteit van de jongeren in Maasmechelen. Er was een duidelijke spanning waarneembaar wanneer ze hun identiteit verwoorden: Ik ben een Belg, maar mijn roots liggen ergens anders. Ik heb dus wel een Belgische identiteitskaart, maar ik voel me geen Belg. Als kinderen van migranten, zijn de jongeren grootgebracht met een gevoel van multiple belonging, met het idee dat ze hybride zijn. Maar in plaats dat ze de meerdere culturen als een luxe ervaren, verklaren de jongeren dat elke cultuur hen bestempeld als ‘de ander’ omwille van verwaarloosbare charakteristieken zoals hun naam, hun moedertaal, hun huidskleur, etc. Deze spanning werd de focus van mijn onderzoek, vooral omwille van het universele karakter van de spanning die veel migrantenkinderen tegenwoordig ervaren. Het unieke aan Maasmechelen is dat er overwegend migrantenkinderen wonen die deze spanning en realiteit samen ondergaan en tegengaan.    
            Om een stem te heffen tegen de hegemonische, witte publieke ruimte en macht van de Belgische staat, de jongeren in Maasmechelen creëerde hun eigen etniciteit, Maasmechelaars, een manier om inclusiviteit te creëren in een wereld die hen uitsluit. Samen met de jongeren filmde ik het proces waarin ze hun eigen touch of Belgiumness  bouwen waarin hybride identiteiten centraal staan en waar het mogelijk is om Belg zijn te combineren met andere etnische roots. Het unieke karakter van de nieuwe etniciteit in Maasmechelen, is te vinden in de veelheid en verscheidenheid van de verschillende verhalen. Mijn naam is ‘Ine Simons’, alhoewel ik altijd reikhalzend uitkijk het traditionele gerecht polenta met bakkala van mijn Italiaanse grootmoeder, word ik niet geconfronteerd met mijn vreemde roots in het dagelijkse leven, vooral omdat mijn naam en huidskleur gezien worden als ‘wit’. Mijn nicht daarentegen, heeft nog steeds onze Italiaanse familienaam waarbij ze gecomplimenteerd werd door haar leerkracht dat ze ‘mooi Nederlands sprak’. Het kwam niet op in de leerkracht dat Nederlands haar moedertaal is. De realiteit is nog moeilijker voor Najoua, die dagelijks geconfronteerd wordt met haar ‘andersheid’ in de Belgische samenleving. Alhoewel onze verhalen en realiteiten verschillen en we de verdeeldheid van het Belgische systeem en publieke discourse verschillend ervaren, we toch allemaal toch behoren tot de groep Maasmechelaars. De nieuwe etniciteit is gebaseerd op twee pijlers: constuctivisme en instrumentalisme. Het eerstgenoemde verwijst naar de etniciteit als sociaal construct, gemaakt uit de gedeelde afwijzingen van kinderen van migranten, alsook door de metafoor of Aziz, een jeugdwerker die de ideologie achter de Maasmechelaar in de praktijk vertaalde. De invloed van het instrumentalisme is te vinden in de jeugd subcultuur dat ontwikkeld werd rond het idee van Maasmechelaar en de stijl waarop de etniciteit geuit en ervaren wordt: de kleren die de jongeren dragen, de plaatsen waar ze elkaar ontmoeten, de graffiti die ze designen op de muren, de taal die ze spreken en de raps die ze schrijven. Elk van deze praktijken werd geconceptualiseerd als assemblage, waarbij de inspiratie werd gehaald uit de Belgische cultuur alsook hun roots. Binnen de thesis wordt de jongerencultuur omschreven als een hip-hop structuur, waarin verwezen wordt naar het opstandig karakter van de movement in de Verenigde Staten waarin hip-hop opkwam tegen de witte, publieke sfeer. De jongeren bieden de Belgische staat, via de nieuwe etniciteit van Maasmechelaars alsook hun daaraan vasthangende jongerencultuur, alternatieve manieren tot inclusie, waarbij ze de geïnstitutionaliseerde term ‘allochtoon’ proberen neer te halen.            
            Wanneer ik kijk naar het verkiezingsresultaat van mei, mijn argument wordt zwakker. Ik kan geen reden geven waarom extreem rechts won aan populariteit in Maasmechelen, maar er moeten een aantal nuances gelegd worden. De documentaire die gemaakt is, wilt geen utopisch beeld scheppen over de Maasmechelse samenleving, maar geeft een inkijk in een specifiek, demografische groep binnen een grote samenleving. Maasmechelen is niet de perfecte samenleving, sinds het sluiten van de mijnen, één van de grootste economische actoren in het landschap, worden de inwoners van Maasmechelen geconfronteerd met armoede, jeugdwerkloosheid en criminaliteit. Deze karakteristieken zijn niet verwaarloosbaar en bepalen mee het character van de gemeente, maar ik vond geen correlatie tussen mijn etnografische data rond etniciteit constructie  en de moeilijkheden in de samenleving.     
            Daarnaast is de film een representatie van ideologie en praktijken van kinderen van migranten om een samenhorigheid en inclusiviteit te creëren. Ik ben er van overtuigd dat de verkiezingen van mei het argument van de jongeren niet neerhaalt, het bewijst enkel dat er nog een lange weg te gaan is. De film toont de potenties van de jongeren, maar er is een nood om te focussen op de krachtige, hegemonische, institutionaliserende krachten die de beweging en handelingen van de jongeren verkleinen. Het verzet is een statement tegen de krachten die hen uitsluiten maar hierdoor verdwijnen de krachten niet meteen. Ik hoop dat mijn thesis en documentaire een hoopvolle boodschap mag zijn aan iedereen die is aangegrepen door de recente verkiezingen.
