De partijstatuten: een wet van Meden en Perzen? Een analyse over de mate waarin Belgische politieke partijen zich aan de eigen regels houden.

Centrumpartijen houden zich amper aan de regels.

 

 

Uit het exploratief onderzoek van Jasper De Paepe blijkt dat sommige Belgische politieke partijen zich nauwgezet aan de eigen regels houden, terwijl andere partijen de eigen regels verloochenen. Hierbij zouden de bestuurstaal en de positionering van de partij op het politieke spectrum een invloed hebben op het naleven van de regels.

Jasper De Paepe geeft in zijn thesis weer in welke mate politieke partijen zich aan de eigen regels houden. Hierbij staat de centrale onderzoekvraag ‘Hebben partijkenmerken invloed op het respecteren van de eigen regels?’ centraal. Respect voor de eigen regels wordt hierin gedefinieerd als ‘het verband tussen de formele regels inzake de selectie van kandidaten zoals vervat in de partijstatuten en de kernmerken van de kandidaten.’ Hierbij werden de verschillende partijen met elkaar vergeleken en is er een rangschikking mogelijk inzake het respect voor de eigen regels. Uit eerder onderzoek blijkt dat een partij kan afwijken van de eigen regels omwille van een traditie, electorale redenen of interne tegenstrijdigheden. Desondanks werden er
voorheen nog geen onderzoeken uitgevoerd in de Belgische context.

Uit het onderzoek van Jasper De Paepe blijkt dat sommige partijen meer regels hebben dan anderen, alsook dat er partijen zijn die geen regels hebben inzake gender en leeftijd. Een algemene tendens kan worden teruggevonden bij de gendercriteria. De regels over gender die werden teruggevonden in de partijstatuten zijn een eerder operationele vertaling van de wettelijke regels. Geen enkele partij vermeldt maatregelen die ingrijpender zijn dan de wettelijke regels over de representativiteit van vrouwen. Uit het onderzoek blijkt dat de partijen Open VLD, SP.A, Ecolo en Groen worden gecategoriseerd als partijen die hun eigen regels naleven. De partijen N-VA, PVDA, PS en CDH leven de eigen regels in zekere mate na. Er zijn eveneens twee partijen die zich weinig aan de eigen regels houden; namelijk PTB en CD&V. De overige partijen die werden onderzocht; met name Vlaams Belang, Parti Populaire en DEFI hebben geen regels inzake gender of leeftijd. 

Er werd vervolgens nagegaan in welke mate bepaalde partijkenmerken ervoor zorgen dat partijen zich in meer of mindere mate aan de regels houden. 

Allereerst blijkt dat er een verband is tussen de selectieprocedure en de mate van respect voor de eigen regels. Op basis van de wet van curvilineaire dispariteit werd geponeerd dat een partij waarbij de partijleden een grote invloed hebben op de besluitvorming, vaker zou afwijken van de regels om te voldoen aan de wensen van het kiespubliek. Deze thesis slaagt er echter, net zoals eerdere onderzoeken, niet in om deze wetmatigheid te bewijzen. 

Ten tweede werd er een verband aangetoond tussen de bestuurstaal van de partij en de mate van respect voor de regels. Volgens de hypothese die werd ontwikkeld uit de literatuur zouden Vlaamse partijen zich meer aan de regels houden dan Franstalige partijen. Dit werd voornamelijk toegekend aan het verschil in cultuur. De hypothese kon echter noch bevestigd, noch weerlegd worden. De bestuurstaal speelt bijgevolg een rol met betrekking tot het respect voor de regels, maar het blijft onduidelijk welke concrete rol dit is. 

Ten slotte blijkt er een verband te zijn tussen de positie van de partij op het politieke spectrum en de mate van respect voor de regels. De literatuur veronderstelt hierbij dat hoe linkser de positie op het politieke spectrum is, hoe meer de partij zich aan de regels houdt. Uit de analyse blijkt er echter geen lineair verband te zijn tussen de positie van de partij op het politieke spectrum en de mate van respect voor de regels. Hierbij zouden centrumpartijen zich minder aan de regels houden dan linkse partijen en rechtse partijen. 

De masterproef biedt enkele interessante inzichten aan maar dient te worden geclassificeerd als een exploratief onderzoek. Omwille van de beperkte hoeveelheid data konden enkel de criteria leeftijd en gender worden vergeleken met de kenmerken van de kandidaten op de lijst. Hierbij toont de masterproef het belang van formele selectiecriteria en kan het worden gehanteerd als een basis voor toekomstig onderzoek.
