Interne kwaliteitszorg en het nieuwe referentiekader voor onderwijskwaliteit (OK): hoe gaan schoolleiders hiermee om?

Hoe gaan schoolleiders in het secundair onderwijs om met interne kwaliteitszorg en het nieuwe referentiekader voor onderwijskwaliteit (OK)?

In deze masterproef met de titel ‘Interne kwaliteitszorg en het nieuwe referentiekader voor onderwijskwaliteit (OK): hoe gaan schoolleiders hiermee om?’, wordt ingezoomd op de interactie tussen interne en externe kwaliteitszorg. In Vlaanderen dragen onderwijsinstellingen zelf de verantwoordelijkheid om kwaliteitsvol onderwijs te verstrekken, maar de Vlaamse onderwijsinspectie controleert in welke mate scholen hun kwaliteit daadwerkelijk ontwikkelen en erin slagen kwaliteitsvol onderwijs te verstrekken (Onderwijsinspectie, 2021d). In 2016 werd het nieuwe referentiekader voor onderwijskwaliteit (OK) in gebruik genomen, een kader dat kwaliteitsverwachtingen voor Vlaamse onderwijsinstellingen omvat en gebruikt wordt tijdens de doorlichtingen (Vlaams Ministerie van Onderwijs en Vorming, 2017).

Dit onderzoek gaat de ervaringen van schoolleiders met dit referentiekader en met de nieuwe doorlichtingsmethode, Inspectie 2.0, na. Daarnaast wordt onderzocht of de innovatiecapaciteit en kwaliteitszorg van scholen samenhangen met het verkregen advies van de onderwijsinspectie. Er werd een literatuurstudie en documentenanalyse uitgevoerd, alsook semi-gestructureerde interviews met vijftien schoolleiders in het Vlaams secundair onderwijs, waarvan vijf met een gunstig advies zonder meer, vijf met een gunstig advies met enkele tekorten en vijf met een ongunstig advies. Deze verzamelde data worden nadien onderzocht aan de hand van een thematische analyse.

De resultaten wijzen uit dat de ervaringen met Inspectie 2.0 en het OK-kader veelal positief zijn. Wel worden een aantal concrete aanbevelingen voorgesteld, zoals de ontwikkeling van een concrete, bruikbare tool op basis van het referentiekader zodat men nog actiever met het kader aan de slag kan in scholen. Tot slot lijkt de hypothese te kloppen dat scholen met een gunstig advies een hogere innovatiecapaciteit en een meer transformationele leider hebben dan scholen met een ongunstig advies.
