Onafhankelijkheid in een gedigitaliseerd medialandschap: evaluatie van economische duurzaamheid en consolidatie in de Vlaamse onafhankelijke televisieproductiesector

Evaluatie van economische duurzaamheid en consolidatie in de Vlaamse onafhankelijke televisieproductiesector

De Vlaamse onafhankelijke televisieproductie is een levendige en dynamische sector die, ondanks de hoge output aan populaire lokale producties, gebukt gaat onder een zekere financiële precariteit. Het inherent risicovolle businessmodel en de restricties die de Vlaamse afzetmarkt kenmerken, liggen aan de basis van deze problematiek en dwingen de sector tot allerhande strategieën om hiermee om te gaan. Eén van de voornaamste strategieën, die de laatste jaren op internationale schaal ook in opmars lijkt te zijn, is het aangaan van consolidaties of het meestappen in een concentratiebeweging. Door de veronderstelde invloed van bedrijfseigenaarschap op de inhoud van content, is concentratie echter niet onbesproken als economische strategie. Om na te gaan of in het huidige gedigitaliseerde medialandschap consolidaties inderdaad een interessante manier zijn om de economisch duurzaamheid van een onafhankelijke producent te sterken, stelden we in het begin van deze thesis de vraag: wat de invloed is van consolidatie, in zijn verschillende vormen, op de economische duurzaamheid van de onafhankelijke televisieproductiesector in Vlaanderen?

Allereerst stelden we een economisch duurzaamheidsconcept op, waarop we nadien de invloed van consolidatie zouden nagaan. We baseerden ons hiervoor sterk op de literatuur van Doyle (2018), aangezien zij in het Verenigd Koninkrijk een gelijkaardig onderzoek had uitgevoerd (Doyle, 2018). Doyles (2018) bevindingen, aangevuld met andere relevante wetenschappelijke literatuur, vormden de basis voor onze constructie van een eerste economisch duurzaamheidsmodel voor de Vlaamse onafhankelijke televisieproductiesector. Via een interviewronde met experten uit het werkveld evalueerden we ons theoretisch duurzaamheidsconcept en na een kritische analyse van onze empirie, konden we een geëvalueerd Vlaams model opbouwen. Deze Vlaamse duurzaamheidsconceptualisering rust op drie stevige pijlers.

Een eerste pijler is de fundamentele bekwaamheid in de kernactiviteiten. Hiermee doelen we op hoe goed een producent is in het kostenefficiënt ontwikkelen van kwaliteitsvolle en populaire content, waarbij kwaliteit voortkomt uit de aangewende financiële middelen en human resources. De tweede variabele die economisch succes bepaalt, is hoe effectief een productiehuis aan rechtenexploitatie doet. Voor een Vlaamse producent komt dit neer op het garanderen dat elke productie voldoende winst oplevert, en op nog zo veel als mogelijk bijkomende inkomsten halen uit de secundaire circulatie van content. Een derde en laatste pijler vinden we terug in de organisatie van de bedrijfsactiviteiten. Hoe fel een onderneming inzet op het verwerven van schaalvoordelen in de productiefase, op het opzoeken van extra buitenlandse primaire en secundaire afnemers, op het vergroten van zijn lokale onderhandelingsmacht, en op het diversifiëren van de inkomsten zijn ten slotte op dit vlak de elementen die bepalen welk economisch succes geboekt zal worden.

Na deze evaluatie van wat voor de Vlaamse productiesector economische duurzaamheid bepaalt, gingen we kijken naar hoe vaak consolidatie al effectief was voorgekomen op de lokale productiemarkt. We willen immers niet enkel onderzoeken hoe interessant een bepaalde strategie is zonder ook na te gaan hoe vaak die in de praktijk voorkomt. Een niet-exhaustieve lijst aan Vlaamse onafhankelijke televisieproducenten gaf ons aan voor welke ondernemingen we eventuele consolidaties dienden na te gaan. Dit resulteerde in een overzicht aan soorten en aantallen consolidaties, zowel absoluut als relatief aan de grootte van de sector doorheen de tijd. Ongeveer halverwege in het bestaan van de in omvang steeds groeiende productiesector zagen we het aantal consolidaties pieken. Met uitzondering van een terugval rond 2015 zagen we de laatste jaren in het algemeen ook meer consolidaties opduiken. Het verschil zat hem voornamelijk in het aantal horizontale, verticale, transnationale en jointventuregerelateerde consolidatiebewegingen.

Langs de andere kant van het consolidatiespectrum konden we in 2006 een eerste deconsolidatie noteren, met nadien nog enkele gevallen begin de jaren 2010. We merkten wel op dat voor alle vormen van (de)consolidatie de absolute aantallen van voorkomen relatief laag lagen en dat we hier rekening mee moeten houden voor verdere besluitvorming. Om dit onderzoeksluik te af te ronden, construeerden we op basis van onze bevindingen, de expertinterviews, en wetenschappelijke en vulgariserende literatuur een opdeling in historische fases voor de Vlaamse onafhankelijke productiesector. Een eerste periode, van 1989 tot 1995, kenmerkt zich door de aanwezigheid van slechts één afnemer die volgens een commerciële logica opereert en die de onafhankelijke productiesector van bestellingen voorziet. Rond 1995 verdriedubbelde het aantal potentiële afnemers door een koerswijziging bij de openbare omroep en de intrede van een nieuwe zender. Onder invloed van een toenemende internationalisatie en digitalisatie herkennen we begin de jaren 2010 een nieuw kantelpunt voor de onafhankelijke producenten in Vlaanderen. We markeren op dat moment het einde van een tweede tijdvak en het begin van een derde, waar we ons nu nog steeds in bevinden.

Met een uitgewerkt economisch duurzaamheidsconcept en een idee van welke consolidaties zich in de sector hadden voorgedaan, konden we ten slotte het laatste luik van ons onderzoek aanvatten en natrekken welke invloed consolidatie heeft op de economische duurzaamheid van de onafhankelijke productiesector in Vlaanderen. Binnen de categorie van de fundamentele bekwaamheid in de kernactiviteiten, merkten we vooral een consolidatie-invloed op bij het investeren in de ontwikkeling van kwaliteit. Consolidatie bleek, over het algemeen, economisch gezien positief voor zowel de beschikbare human resources als de beschikbare financiële middelen. Op de kostenefficiëntie tijdens de productie of op de populariteit van de televisiecontent bij het publiek, konden we geen invloed van consolidatie bemerken. Naar de effectiviteit van rechtenexploitatie toe, vallen de voordelen van consolidatie vooral te rapen op het vlak van inkomsten uit secundaire rechtenexploitatie. Een uitgebreider distributienetwerk zorgt voor meer bijkomende afzetmogelijkheden, maar levert niet per se extra winsten op tijdens de primaire verkoopfase. Tijdens deze fase waarin het merendeel van de omzet wordt gedraaid, ervaren sommige producenten na consolidatie wel een grotere nadruk op het behalen van winsten en omzet, wat contraproductief kan werken.

Op het gebied van organisatie van de bedrijfsactiviteiten, stellen we bijna over de gehele lijn een gunstige invloed van consolidering vast. Een doorgemaakte concentratiebeweging betekende volgens ons panel van ervaringsexperten nagenoeg altijd meer toegang tot buitenlandse primaire en secundaire afnemers, meer onderhandelingsmacht ten opzichte van de Vlaamse zenders, en een grotere diversiteit in inkomsten om de inherente risico’s van het werk mee te spreiden. Enkel voor het opzoeken van schaalvoordelen in de productiefase en voor het inspelen op de waarden van de afnemer, wat een deelaspect vormt van de lokale onderhandelingsmacht, nemen we geen opvallende veranderingen na consolidatie waar.
