Streven naar een duurzame werkhervatting bij zelfstandigen met kanker.

Hoewel kanker vaak gezien wordt als een ziekte die vooral ouderen treft, loopt 33,2% van de Belgische bevolking het risico op het ontwikkelen van kanker voor de leeftijd van 75 jaar (Globocan, 2020). Krantenkoppen zoals: “Aantal kankergevallen stijgt jaar na jaar” (Engels, 2019) en “Aantal mannen met prostaatkankers in Vlaanderen stijgt, ook borstkankers boven Europees gemiddelde” (BELGA, 2019), getuigen van een algemene bezorgdheid over het stijgende aantal kankergevallen in België. In tegenstelling tot de talrijke studies over de behoeften van werknemers bij re-integratie naar de werkvloer, is er in het verleden weinig onderzoek gedaan naar de noden van zelfstandigen. Bijgevolg zijn alle ondersteunende maatregelen voor kankerpatiënten geënt op de beleving van kankerpatiënten met een bediende- of arbeidersstatuut. Deze masterscriptie onderzoekt de impact van kanker op zelfstandigen en peilt naar de noden van zelfstandigen tijdens en na hun behandeling.

Werkhervatting na kanker blijkt een beproeving voor veel zelfstandigen.

Met als doel deze onderzoeksvraag te beantwoorden werd eerst een kwantitatieve substudie opgezet om de belangrijkste thema’s te bepalen die in de interviewleidraad aan bod dienden te komen. Vervolgens werd een kwalitatief onderzoek uitgevoerd waar er werd ingegaan op de unieke ervaringen en noden van zelfstandigen met kanker. Uit de resultaten is gebleken dat het hervatten van werk na kanker een aanzienlijke uitdaging is voor zelfstandige kankeroverlevenden en dit omwille van uiteenlopende redenen. Een eerste reden hield verband met de ziekte zelf. Zelfstandigen ervoeren zowel lichamelijke als psychische bijwerkingen als gevolg van de behandeling. Deze bijwerkingen vormden jaren nadien nog een belemmering in hun proces van werkhervatting. Het hebben van een ondersteunend netwerk en vooral het contact met lotgenoten zou hiertegen een buffer kunnen vormen. Ook zelfmanagement bleek essentieel te zijn bij zelfstandige kankeroverlevenden omdat zij een minder operationeel ondersteunings- en managementsysteem hebben. Vermeldenswaardig is ook dat de mogelijkheid om flexibel om te gaan met de eigen werktijden een van de voordelen was die vaak door zelfstandigen werd beschreven en ook dikwijls een stimulerende factor bleek te zijn in het proces van werkhervatting.

Sociale zekerheid voor zelfstandigen, een beperkt systeem

In de onmogelijkheid verkeren om het werk progressief te hervatten en een te kort aan informatie en begeleiding vormden samen met een behoefte aan administratieve en wetgevende vereenvoudiging, de voornaamste tekorten in het wetgevende systeem. Ook het niet voorzien van een re- integratietraject en het ontbreken van een overbruggingsrecht vormden pijnpunten.

Conclusie

Samengevat kunnen we concluderen dat de maatschappelijke solidariteit naar zelfstandigen toe beperkt is en privé-initiatieven om dit te compenseren nog onvoldoende gekend zijn. De behoefte aan richtlijnen en interventies om zelfstandigen met kanker te ondersteunen vereist samenwerking tussen verschillende belanghebbenden om het juiste model te creëren. Dit model zou de vorm kunnen aannemen van een portaal van sociale zekerheid, speciaal aangepast aan de rechten en de eigenheid van zelfstandige activiteiten. Andere prioritaire stappen die men kan nemen zijn het aanbieden van een informatiebrochure over de wetgeving in verband met werkhervatting en het installeren van een aanspreekpunt dat de verschillende beleidsdomeinen overkoepelt en waar alle betrokkenen terechtkunnen met vragen over werkhervatting.
