EU-beleid helpt democratie in Oekraïne niet vooruit
Het is voor ons Belgen moeilijk te geloven, maar in sommige landen heeft de bevolking nog meer redenen om teleurgesteld te zijn over de politieke gebeurtenissen van de afgelopen jaren. Oekraïne is één van hen. Eind 2004 leek het met de Oranje Revolutie de definitieve stap te zetten naar democratie, maar deze verwachting werd niet ingelost. Oekraïne ontwikkelde zich ondanks beperkte vooruitgang niet tot een goedfunctionerende democratie. Dit is ook voor de Europese Unie een teleurstelling. Nadat ze door uit te breiden een belangrijke rol speelde in de democratisering van Oost- en Centraal-Europa, geloofde de EU heel erg in haar kwaliteiten als democratiepromotor. Begin 2005 lanceerde ze het Europees Nabuurschapsbeleid om dit succes te herhalen in haar buurlanden. De slaagkansen leken het hoogst in Oekraïne. Het uitblijven van diepgaande democratisering werpt dan ook vragen op over de EU als democratiepromotor. Dit artikel gaat na of de EU de afgelopen jaren impact had op de democratie van Oekraïne, wat de oorzaken waren van het gebrek aan invloed en of die in de toekomst wel zal toenemen.
Vooruitgang democratie en mogelijke impact EU
Democratie kan op twee manieren vooruit gaan. Ten eerste zijn er verschillende capaciteitsvereisten voor een goed werkende democratie, zoals goed opgeleide rechters en onafhankelijke media. Een verhoging van deze capaciteit zal zorgen voor democratisering. Ten tweede kan vooruitgang een gevolg zijn van beslissingen en daden van machthebbers, zoals het organiseren van eerlijke verkiezingen. De EU is voor geen van beiden noodzakelijk, maar kan deze wel beïnvloeden. Ze kan met financiële en technische steun zorgen voor capaciteitsopbouw en de Oekraïense machtshebbers overtuigen prodemocratische beslissingen te nemen. Voor dit laatste heeft ze verschillende mogelijkheden. Ten eerste kan ze machthebbers rechtstreeks beïnvloeden. Hiervoor gebruikt ze conditionaliteit: het aanbieden van beloningen in ruil voor vooruitgang in democratie. Ten tweede kan ze hen onrechtstreeks beïnvloeden door Oekraïense prodemocratische actoren te versterken, waardoor die meer invloed kunnen uitoefenen op de machthebbers. Ten derde is ook een combinatie van beide mogelijk: het versterken van het prodemocratisch kamp door conditionaliteit. Prodemocratische actoren krijgen door conditionaliteit extra argumenten tegen niet-democratisch gedrag van machthebbers en neutrale of zelfs antidemocratische actoren zullen democratie promoten om te kunnen genieten van de aangeboden beloningen.
Verklaring evolutie Oekraïense democratie
Heeft de EU op één van bovenstaande manieren invloed uitgeoefend op de beperkte vooruitgang van de Oekraïense democratie in de periode 2005-2010 of zijn binnenlandse factoren voldoende om deze te verklaren? Capaciteitsopbouw kan de vooruitgang niet verklaren. Capaciteitsproblemen bleven de kwaliteit van de Oekraïense democratie hypothekeren. De steun van de EU was te beperkt om hier invloed op uit te oefenen. Zo bedroeg de financiële steun slechts een fractie van het totale overheidsbudget van Oekraïne en daarvan ging dan nog slechts een klein deel naar democratiepromotie.
De evolutie moet dus verklaard worden door beslissingen van de Oekraïense machthebbers, die tussen 2005 en 2010 onderling in een hevige machtsstrijd verwikkeld waren. Hun belangrijkste doelstelling was dan ook het versterken van hun eigen machtspositie. De Oekraïense politici schrokken er niet voor terug hier ondemocratische middelen voor te gebruiken. Er werd enkel vooruitgang geboekt in de democratisering als die zorgde voor machtstoename bij verschillende machthebbers. De onderlinge politieke machtsverhoudingen zorgden er daarenboven voor dat samenwerking nodig was voor vooruitgang op sommige gebieden van democratie, bijvoorbeeld als er een parlementaire meerderheid vereist was. Deze was door de hevigheid van de machtsstrijd niet mogelijk.
Democratie zou - enkel rekening houdend met binnenlandse factoren - dus enkel vooruit gaan als gevolg van beslissingen van politieke actoren die hierdoor hun machtspositie versterkten en op gebieden waar geen samenwerking nodig was. Empirisch onderzoek wijst uit dat de vooruitgang in de Oekraïense democratie dit patroon volgde. Twee voorbeelden illustreren deze algemene trend. Ten eerste verliepen verkiezingen eerlijker omdat alle politieke actoren na de Oranje Revolutie afzagen van verkiezingsfraude. De bevolking had duidelijk gemaakt dat dat machtsverlies tot gevolg kon hebben. Bovendien was hier samenwerking voor vereist. Rechtbanken werden daarentegen niet onafhankelijker. Verschillende machthebbers zouden daardoor machtskosten oplopen en er was samenwerking voor nodig.
Binnenlandse factoren zijn dus voldoende om de beslissingen van machthebbers te verklaren, de EU had er geen duidelijke invloed op. Dit had verschillende redenen. Ten eerste was de conditionaliteit niet effectief. De EU bood wel verschillende aantrekkelijke beloningen aan, zoals de toegang van Oekraïense producten tot de interne markt, maar deze werden niet allemaal ingezet voor democratiepromotie. De EU had namelijk ook andere doelstellingen dan democratiepromotie. Daarenboven maakte ze niet duidelijk welke beloning bij welke vooruitgang wordt gegeven. De Oekraïense autoriteiten konden dan ook zelf kiezen op welk gebied ze vooruitgang boekten. Uiteraard waren dit gebieden waar de kosten al erg laag waren en er waarschijnlijk ook vooruitgang zou zijn zonder conditionaliteit. Ten tweede waren er geen sterke hervormingsgezinde actoren in Oekraïne. Verschillende NGO’s waren prodemocratisch, maar ze beschikten over erg weinig invloed. Bovendien werd slechts een klein deel van de EU-steun via hen verdeeld. Ten derde overtuigde de EU geen sterke Oekraïense samenlevingsactoren, zoals de oligarchen. Zij hebben erg veel invloed op de politieke machthebbers. Toegang tot de interne markt zou veel voordelen voor hen meebrengen, maar door de ineffectieve conditionaliteit en de extra kosten die democratisering voor oligarchen zou meebrengen, gingen ze niet over tot democratiepromotie. Het beleid van de EU was dan ook niet effectief in de promotie van Oekraïense democratie.
Wat brengt de toekomst?
De toekomst lijkt weinig beterschap te brengen. Begin 2010 werd Janoekovitsj president van Oekraïne. Hij heeft van alle politieke hoofdrolspelers van de afgelopen jaren het minst respect voor democratie en hecht het minste belang aan de aangeboden beloningen. De EU nam de afgelopen jaren verschillende nieuwe initiatieven tegenover Oekraïne. Zo werden onderhandelingen over een associatieakkoord gestart. Deze nieuwe initiatieven herhalen de fouten van het Europees nabuurschapsbeleid: geen duidelijke link tussen beloningen en vooruitgang, teveel doelstellingen en te weinig directe steun voor democratie en NGO’s. Zolang ze die tekortkomingen niet oplost, zal de EU geen invloed uitoefenen op democratie in Oekraïne, of andere buurlanden.
