Decentrale overheden zijn zeer belangrijk voor Europa, omdat zij het grootste gedeelte van de Europese wetgeving moeten vertalen naar beleid. Wetten dienen daarom aangepast zijn aan de lokale behoeften. Het CvdR is opgericht om daaraan tegemoet te komen. En hoewel het CvdR slechts een adviesorgaan is en dus zonder enige vorm van beslissingsmacht, kan ze toch een substantiële invloed uitoefenen.
