Doorheen de laatste jaren kwam het Arctische gebied steeds frequenter in de internationale media door allerhande aandachtstrekkende gebeurtenissen zoals het planten van vlaggen, herstarte militaire patrouilles en territoriale claims. Verschillende media berichtten over een nieuwe race om de noordpool (Posner, 2007; Zarakhovic, 2007).

Door de inwerkingtreding van het UNCLOS verdrag (United Nations Convention on the Law of the Sea) in 1996 hadden de ratificerende Arctische staten slechts tien jaar om hun territoriale gebieden in de Arctische oceaan af te bakenen en te claimen, wat hen tot intensief onderzoek aanzette Tegelijkertijd komen er territoriale geschillen voor met betrekking tot hoofdzakelijk maritieme gebieden en uitzonderlijk tot één enkel eiland.

Een toegenomen internationale vraag naar grondstoffen, onder meer door de opkomst van nieuwe grootmachten, gekoppeld aan de voorspellingen van grote onontdekte energievoorraden in het Arctisch gebied doet de inzet van de territoriale belangen nog stijgen en de aandacht verhogen Alsof deze katalysatoren voor aandacht aan het Arctische gebied nog niet genoeg zouden zijn, bracht de klimaatsopwarming ook nieuwe problemen en tevens nieuwe mogelijkheden met zich mee. Zo zorgt het smelten van de Arctische ijskappen voor nieuwe exploitatie- en transportmogelijkheden in het gebied (Byers, 2009).
In het Arctische gebied zijn verschillende regionale organisaties opgericht, waarvan de Arctische Raad de voornaamste is. De bevoegdheden van deze organisatie zijn echter strikt gelimiteerd tot milieu, sociale en economische aangelegenheden. Zou het ontbreken van een uitgebreider mandaat een georganiseerde samenwerking tussen de Arctische staten met betrekking tot veiligheidsvraagstukken onmogelijk maken? Kan dit dan uiteindelijk uitmonden in een explosieve cocktail met militaire confrontaties, zoals in verschillende media bericht wordt

Uit verschillende verklaringen en samenkomsten tussen de leiders van de Arctische staten blijkt dat er toch een vorm van ad hoc overleg bestaat en gemeenschappelijke standpunten bereikt worden met betrekking tot veiligheidsvraagstukken Is het dan mogelijk dat de Arctische staten via deze weg, op een niet-geïnstitutionaliseerde manier, hun eigen belangen verzekeren en/of tot een vorm van samenwerking komen?

In deze Masterproef wordt een analyse gemaakt van de trends en evoluties die zich met betrekking tot dit vraagstuk afspelen.
